It’s official. Haiti’s presidency of the Permanent Council of the OAS is to be a zombie presidency. But that’s all right, since the OAS has been a defunct organization since the inauguration of CELAC in December 2011. The article below hints of the United States ambitions for Haiti as a source of slave labor for sweatshops and a place through which to launder useless western goods like the vaccines no one else will buy. Fortunately, the Monroe Doctrine died in Caracas last year, on its 188th anniversary.

Port-au-Prince – Haiti assumed the presidency of the Permanent Council of the Organization of American States (OAS) on January 4th and will continue to do so for the next 4 months.

Foreign Minister Laurent Lamothe’s chief of staff Jean Gardy Ady said that, among other things, this position will enable the country to strengthen its process of regional integration and continue to highlight the new momentum generated by the Ministry in matters of diplomacy.

Jean Gardy said that instructions to this end have been passed on to Haiti’s Permanent Representative to the OAS, Ambassador Duly Brutus.

The Chief of Staff also said that Minister Laurent Lamothe also reminded Ambassador Brutus about the importance of emphasizing the fact that the country is currently open to international investment, particularly from its allies in the OAS.

Minister Lamothe also took advantage of Haiti’s accession to the presidency of the OAS Permanent Council to emphasize the government’s willingness to participate in global governance and change the ways that some of these international institutions function.

Haiti is also willing to continue to give assistance to Latin American countries as in the time of Alexandre Petion and Simon Bolivar, and more recently as it did in supplying, last November, a gift of one and a half million doses of vaccines to Ecuador to enable it to eliminate a measles epidemic that threatened thousands of Ecuadorian children, reports Jean Gardy Ady.

A press release from the Foreign Ministry announced that on April 14th and 15th, Minister Lamothe will meet with his counterparts and representatives of the OAS parliament during the Summit of Heads of States of America to be held in Cartagena (Colombia), and President Michel Martelly will be called on to speak at a session in March.

Specialist in international relations Kurdy Larêche considers it a privilege for Haiti to assume the Chair of the OAS Permanent Council.

He said the country will have the opportunity to show its potentials for development and leadership to other states in the hemisphere.

However, Mr. Larêche called on those Haitian leaders who participated in the CELAC summit in December to avoid conflict because, he noted, an anti-OAS logic was the basis for the creation of this community of Latin-American states.

Port-au-Prince – Haiti assure depuis le 4 janvier, la présidence du conseil permanent de l’Organisation des Etats Américains (OEA) et ce, pour les 4 prochains mois.

Ady Jean Gardy qui est le chef de cabinet du ministre des affaires étrangères Laurent Lamothe a fait savoir que cette position va entre autres permettre au pays de renforcer le processus d’intégration régionale et continuer de faire ressortir la nouvelle dynamique impulsée par le ministère dans le cadre de la diplomatie des affaires.

M. Jean Gardy informe que des instructions ont été en ce sens passées au représentant permanent d’Haïti à l’OEA, l’ambassadeur Duly Brutus.

Le chancelier Laurent Lamothe a également rappelé à l’ambassadeur Brutus l’importance d’insister sur le fait que le pays est actuellement ouvert à l’investissement international en particulier à ceux de ses alliés de l’OEA, a indiqué le chef de cabinet.

Le ministre Lamothe a également profité de l’accession d’Haïti à la tête du conseil permanent de l’OEA pour insister sur la volonté du gouvernement de participer à la gouvernance mondiale et d’apporter des changements dans le fonctionnement de certaines de ces institutions internationales.

Haiti est également disposée à continuer d’accorder son assistance aux pays latino-américains comme aux temps d’Alexandre Pétion et de Sinon Bolivar et plus récemment comme elle l’a fait en fournnissant, en novembre dernier, un don de 1un million et demi de vaccins à l’Equateur pour lui permettre d’éliminer une épidémie de sarampions qui menaçait des milleirs de petits équatoriens, rapporte Ady Jean Gardy.

Une note de presse du ministère des affaires étrangères informe que les 14 et 15 avril prochain, le ministre Lamothe va s’entretenir avec ses homologues et les représentants des parlements de l’OEA lors du sommet des chefs d’Etats de l’Amérique qui aura lieu à Carthagène (Colombie) et que le président Michel Martelly sera appelé à prendre la parole au cours d’une séance protocolaire en mars prochain.

Le spécialiste en relations internationales, Kurdy Larêche estime que c’est un privilège pour Haïti d’occuper la présidence du conseil permanent de l’OEA.

Selon lui, le pays aura l’avantage de faire valoir ses potentiels de développement et de leadership aux yeux des autres Etats de l’Emisphère.

M. Larêche appelle toutefois les dirigeants haïtiens qui ont participé au sommet de la CELAC en décembre dernier à éviter toute situation de conflit étant donné, a-t-il fait remarquer, que la logique anti-OEA était à la base de la création de cette communauté d’Etat latino-américains.
