The plan to dismiss Haiti’s mayors was not made in Haiti but designed into the prefab constitution that came along with a prefab president and prefab parliament exactly one year ago.  Greater centralization of Haiti’s government and access to the city halls in the north of the country is meant to allow the foreign occupation to grab Haitian commons and private lands in advance of an influx of mining executives into the region. This is highly unconstitutional, of course, but most politicians in Haiti’s central government have their price, and the community development budget might buy quite a few.

Federation of Haitian Mayors warns executive against the dismissal of municipal administrators

The National Federation of Haitian Mayors (FENAMH) has fingered the executive and some lawmakers as having drafted a plan to dissolve 140 municipal councils and replace them with municipal boards at the service of the parliamentarians.

In a press conference on Friday [May 11] in Cap-Haitien, FENMAH president Moïse Charles Pierre reported that discussions were underway at the National Palace between the executive and a group of 30 MPs who together initiated the plan.

“The president, being the guarantor of the Constitution, should not follow such logic,”

Pierre Charles regretted.

Accompanied by several other councilors from the region, Mayor of Fort-Liberté Moïse Charles Pierre, who chairs FENAMH, invited his Minister Thierry Mayard Paul to take the stance that such an plan is unconstitutional.

For his part, Association of Northern Mayors (AMNORD) President Gary Delmour invited the country’s political parties and civil society to question the fact that MPs are promoting the dismissal of the mayors, although parliamentarians are called upon to legislate and oversee the executive.

According to Northern Acul Mayor Gary Delmour, these MPs might have even lobbied the president to promote their plan.

For his part, Quartier-Morin Mayor Mondésir Renald says he believes these parliamentarians’ efforts are motivated by new budget’s funds for community development, valued at over 10 million gourdes (about U.S. $240,000) per municipality.

Le plan visant à destituer Haïti de ses maires n’a pas été fait en Haïti, mais conçu dans la constitution préfabriquée qui est arrivée avec un président préfabriqué et un parlement préfabriqué il y a exactement un an. Une plus grande centralisation du gouvernement haïtien et l’accès aux mairies du nord du pays permettraient a l’occupation étrangère de saisir les terres communes et privées du pays avant l’arrivée des dirigeants de sociétés minières. C’est inconstitutionnel, bien sûr, mais la plupart des politiciens du governement central d’Haïti ont leurs prix, et le budget du développement communautaire acheterait un assez grand nombre.

La Fenamh met l’exécutif en garde contre tout renvoi des cartels municipaux

La Fédération nationale des Maires d’Haïti Fenamh indexe l’exécutif et certains parlementaires dans un plan qui viserait le renvoi des 140 conseils municipaux pour les remplacer par des commissions municipales, dévouées à la cause de ces parlementaires.

Dans une conférence de presse, ce vendredi [11 mail], au Cap-Haïtien, le président de la Fenamh, Moïse Charles Pierre, a dénoncé des discussions qui seraient en cours au palais national entre l’exécutif et un groupe de 30 députés, initiateurs dudit plan.

«Le président de la République, étant le garant de la Constitution, ne devrait pas marcher dans une telle logique »,

a regretté Charles Pierre.
Accompagné de plusieurs autres édiles de la région, le maire de Fort-Liberté, Moïse Charles Pierre, qui préside la Fenamh, a invité son ministre de tutelle, Thiery Mayard-Paul, à se démarquer d’une telle démarche jugée anticonstitutionnelle.

De son côté, le président de l’Association des maires du Nord l'(Amnord), Gary Delmour, invite les partis politiques et la société civile à se questionner sur le fait que des parlementaires optent pour le renvoi des maires, alors qu’ils sont appelés à légiférer et à contrôler l’exécutif.

Selon Delmour maire de l’Acul du Nord, ces parlementaires arrivent même à faire pression sur le président de la République afin d’obtenir gain de cause dans leur mouvement.

Pour sa part, le maire de Quartier-Morin, Mondésir Renald, croit comprendre la démarche de ces parlementaires qui, selon lui, seraient motivés par les fonds destinés au développement communal, tel que prévu dans le nouveau budget et évalués à plus de dix millions de gourdes par commune.
