With the reactivation of the Council for Economic and Social Development (CESD or CDES) on July 9, 2012, Haiti established a permanent dictatorship — with elections.

Back in 2005 when the CESD, an unelected government branch made up of the elite and their friends, was initially formed by decree, Haiti was a full dictatorship of an unbriddled so-called interim government. Only one year had elapsed since the anti-Aristide coup, and the United Nations occupation forces, MINUSTAH, were still hunting, killing, and driving into exile thousands of Fanmi Lavalas partisans.

The subsequently elected administration dropped the CESD, but this project was revived soon after the January 2010 earthquake as the Interim Haiti Recovery Commission (IHRC). Haiti’s Parliament did not renew the IHRC after its initial 18 months, by which time its name had become a source of derision for its failure to reconstruct much of anything. In any case, the IHRC was too closely associated with Bill Clinton to be labeled a Haitian project like the revived CESD.

It is noteworthy that, although between 2005 and 2012 nearly all the puppet masters’ (principally the U.S., Canada, and France) own governing parties have changed, their ideal of neo-democracy persists.

Laurent Lamothe officially launches the CESD seven years after its creation by decree

Prime Minister Laurent Salvador Lamothe officially proceeded, on Monday July 9 at the Karibe Convention Center, to launch the Council for Economic and Social Development (CESD or CDES).

Louis-Nau Pierre and Jerry Tardieu are respectively the President and General Coordinator of that body, for which the primary mission is to evaluate and propose reforms of public policy in areas affecting the economic and the social.

In his speech for the occasion, the Prime Minister reiterated the willingness of those in power to implement all sovereign institutions.

In addition, Prime Minister Laurent Lamothe noted that the launch of the CESD fulfills a promise made to Haiti’s legislators in his Declaration of General Policy statement.

“The Haitian CESD represents a space for dialogue between the socioeconomic forces and the Haitian government,”

said the head of government while bemoaning the fact that the involvement of the citizenry has not been valued in Haiti.

The Council for Economic and Social Development was created by decree on May 17, 2005 under the interim government, said the council’s president, Jerry Tardieu, who also pointed out that one of the main tasks of the CESD will be to draft a national development plan.

Note that the Council for Economic and Social Development will be headed a committee of nine members including a chair, three vice-presidents, a secretary and four members.

En 2005, lorsque le CDES – une branche non élue du gouvernement, composée de l’élite et leurs amis – était initialement créé par décret, Haiti était une dictature complète d’un gouvernement soit-disant intérimaire. Juste un an avait écoulé depuis le coup d’état anti-Aristide, et l’occupation des forces de l’ONU (MINUSTAH) chassait, tuait, et renvoyait encore en exile des milliers de partisans d’Aristide.

L’administration élue en 2006 avait laissé tomber le CDES, mais ce projet a été relancé peu après le tremblement de terre de Janvier 2010 par la Commission Intérimaire pour la Reconstruction d’Haïti (CIRH). Le parlement d’Haïti n’a pas renouvelé la CIRH après ses 18 premiers mois, parce que son nom était devenu une source de dérision, cause de son incapacité de reconstruire quoi que ce soit. De plus, la CIRH était trop étroitement associée à Bill Clinton pour se faire passer en tant que projet Haitien, comme le CDES relancé.

Il est à noter que, bien qu’entre 2005 et 2012, presque tous les marionnettistes (principalement les États-Unis, le Canada et la France) appartennaient à d’autres partis, leur idée d’une néo-démocratie est de même. En Haïti, les élections prochaines sont promises pour avant la fin de l’année.

Le premier ministre Laurent Salvador Lamothe a procédé officiellement le lundi 9 juillet au Karibe convention center au lancement du Conseil de Développement Economique et Social (CDES).

Louis-Nau Pierre et Jerry Tardieu, sont respectivement coordonateur général et président de cet organe qui a pour mission première de valider et de proposer des reformes de politiques publiques dans les domaines touchant l’économique et le social.

Dans son allocution de circonstance, le chef du gouvernement a réitéré la volonté du pouvoir en place de mettre en place toutes les institutions régaliennes.

D’un autre cote, le premier ministre Laurent Lamothe a rappelé que le lancement du CDES est la réalisation d’une promesse faite aux parlementaires lors de la déclaration de l’énoncé de sa politique générale.

« Le CDES haïtien représente un espace de dialogue entre les forces socio-économiques et le gouvernement haïtien »,

a précisé le chef du gouvernement tout en regrettant que l’implication citoyenne n’a pas été valorisée en Haïti.

Le conseil de développement économique et social a été créé par décret en date du 17 mai 2005 sous le gouvernement de transition a fait savoir le président de cette entité, Jerry Tardieu qui souligne par ailleurs que l’une des principales taches du CDES sera de rédiger un plan national de développement.

Notons que le Conseil de Développement Economique et Social (CDES) aura a sa tête un comite de neuf membres dont un président, trois vice-présidents, un secrétaire et quatre membres.
