France responded favorably on Tuesday [Jan 24, 2012] to a request from the Haitian government for aid in creating a new armed force [Forces Armées d’Haiti, Fad’H], following the invitation of a Haitian delegation to Paris from the French Ministry of Foreign Affairs.

It was French Foreign Affairs Minister Alain Juppé himself who made this statement after meeting with Haitian Foreign Affairs Minister Mr. Laurent Lamothe at the Quai d’Orsay.

“France has responded positively, we are ready to assist Haiti, particularly in terms of training for the security force,”

Mr. Juppe said during a press briefing held jointly with Mr. Lamothe:

“Haiti wants to take control of its security services, the UN force will not be in Haiti forever, and so we look to our partners for a guarantee of public assistance for the design and formation of a new force,”

said Mr. Lamothe.

According to explanations from the two ministers, this force would be charged especially with border control, to reduce smuggling, which is a great evil for the Haitian economy.

Since coming to power, President Michel Martelly has always expressed his desire to create a new force. Several friends of Haiti have expressed their opposition to this project.

La France a répondu mardi favorablement à une demande du gouvernement haïtien de l’aider dans la création d’une nouvelle force publique, suite à l’invitation formulée par la délégation haïtienne à Paris au ministre des affaires étrangères de France.

C’est le ministre des affaires étrangère français, M. Alain Juppé, qui a fait lui-même cette déclaration, à l’issue d’une rencontre avec le chancelier haïtien, M. Laurent Lamothe au Quai d’orsay.

“La France avait répondu positivement, nous sommes prêt à accompagner Haïti, notamment en terme de formation pour cette force de sécurité”,

a déclaré M. Juppé lors d’un point de presse tenu conjointement avec M. Lamothe.

“Haïti veut prendre en main ses services de sécurité, la force onusienne ne sera pas en Haïti éternellement, alors on recherche de nos partenaires l’assurance d’une assistance publique pour la conception et la formation d’une nouvelle force”,

a soutenu M. Lamothe.

Cette force devrait s’occuper tout particulièrement du contrôle des frontières, afin de réduire la contrebande qui consiste un grand mal pour l’économie haïtienne, selon les explications des deux ministres.

Le président Michel Martelly a toujours exprimé sa volonté de créer une nouvelle force publique depuis son arrivée au pouvoir. Plusieurs pays amis d’Haïti ont jusque là montré leur désaccord à ce projet.
